The following arrests were made by the Watkins Glen Police Department. All individuals are guilty until proven innocent.Carletta S Cotto, age 20 of Newfield, was arrested by Watkins Glen Police on February 4th and charged with unlawful possession of marijuana. Cotto will appear in the Village of Watkins Glen Court to answer the charge.Sean M Phillips, age 27of Dundee, was arrested by Watkins Glen Police on February 5th and charged with criminal possession of a controlled substance in the Fifth, a class D felony. Phillips was arraigned in the Village of Watkins Glen Court and committed to the Schuyler County Jail in lieu of $2,500 cash bail. Jenifer K Allison, age 35 of Avoca, was arrested by Watkins Glen Police on February 6th and charged with aggravated unlicensed operation of a motor vehicle in the first , a felony. Allison was arraigned in the Village of Watkins Glen Court and committed to the Schuyler County Jail in lieu of $15,000 cash bail
